Through a notification dated 18 June, 2020 the FSSAI has extended the date for compliance of the Food Safety and Standards (Food Product Standards and Food Additives) Fourth Amendment Regulations, 2019 dated 30th October 2019 related to the standards of Packaged Drinking Water (other than Mineral Water).
These amended regulations were to have come into force on their publication in the Official Gazette and the same was published on 30 October 2019. Earlier FSSAI had extended the date, for compliance of these regulations, through directions dated 07th January 2020, when the date had been extended to 1 July 2020.
In the Food Safety and Standards (Food Products Standards and Food Additives) Fourth Amendment Regulations, 2019 FSSAI had made amendments under Beverages Non-Alcoholic -Carbonated (2.10.6) for the compliance of the provisions related to the limits of Calcium and Magnesium in Packaged Drinking Water (other than Mineral Water). According to the amended regulations mentioned above, dated 30 October 2019, under these regulations amendments under “General parameters concerning substances undesirable in excessive amounts” the permissible limits for Calcium (as Ca) was amended to 20mg (earlier 75mg) per litre and for Magnesium (as Mg) it was amended to 10mg (earlier 30mg) per litre of packaged drinking water.
Since FSSAI has received several representations from stakeholder asking for further extension of the date for compliance of these provisions. They have stated their lack of preparedness to comply with these revisions because of the lockdown to check the spread of COVID-19. After due consideration, the FSSAI has decided to further extend the timeline for the compliance of limits of Calcium and Magnesium for the standards of Packaged Drinking Water (other than Mineral Water) to 1 January 2021.
Compliance Date Extended for Sub-regulation – Restriction on sale of common salt
Through another notification, dated 18 June, 2020 the FSSAI has also extended the timeline for compliance with Food Safety and Standards (Prohibition and Restrictions on Sales) Second Regulations, 2019 relating to revision in sub-regulation 2.3.12: Restriction on sale of common salt.
According to this amendment FSSAI had put restrictions on the sale of common salt that is not iodised. The amendments is as follows “2.3.12: Restriction on sale of common salt – No person shall sell or offer or expose for sale or have in his premises for the purpose of sale, common salt for direct human consumption or for use as an ingredient in a food product unless the same is iodized:
Provided that common salt may be sold or exposed for sale or stored for sale for iodization, iron fortification, animal use, preservation not meant for direct consumption, for infant food products, manufacturing medicines and industrial use under proper label declarations, as specified in the provisions of regulation 2.4.4 of Food Safety and Standards (Packaging and labelling) Regulations, 2011
Through an earlier notice the FSSAI had extended the date for the compliance of this amendment notification to 1 July 2020. However, due to the COVID-19 situation and subsequent lockdowns by Central and State Government and disruptions in the supply chain the stakeholders have made representations to FSSAI for the extension of time for the compliance of the provisions of the amendment regulations on restriction on sale for common salt. Considering the difficulties faced by the FBOs the FSSAI has decided to further extend the date of compliance of this regulation to 1 January 2021.
